Herzog's short 1971 documentary is a great time capsule about social and political opinion regarding the treatment and welfare of the Handicapped. Herzog asks all the right questions (something that modern documentary makers should take note of) and lets the interviewees answer in their own way. My only criticism of the film is that there was never a follow up ten or twenty years later.
